Letter regarding Pay Revision given by IHRDSU to CM, Finance Minister and Education Minister on 13.11.2014

We had earlier reported that the file has reached the Office of the Hon Chief Minister. The same was approved on Saturday. But some interventions have been made and thus, the file is returned to the finance section. Please read the notice published by us (Please scroll down,)  regarding Special rules.

IHRD management is about to face contempt of court for not implementing State pay revision in IHRD. However, it is learned that, IHRD management has now informed the honorable High court that this Pay revision will be implemented in IHRD before 14th of October, 2014.

On our enquiry with the Secretariat, it is known that the Pay revision cell has forwarded the file of Pay revision to higher authorities of Finance department for approval.

                        This is for information.

It is reliably learnt that the staff pattern of IHRD has been placed and approved in the 90th Executive Committee of IHRD held on 19th March, 2014.

      The Govt Order regarding Staff Pattern has been issued without the Special Rules of IHRD. It may be noted that for the implementation of  Staff pattern, Special rules are necessary. We are on the opinion that,  this may affect implementation of Pay revision in IHRD.

It is reliably known that the formal order of Staff pattern of IHRD was issued by the government today. 

                                                                                                                                            21.02.2014

It is reliably known that orders relating to Staff pattern will be issued within 2 days and Cabinet note has been approved for placing the Pay revision of IHRD for approval in the upcoming Cabinet meeting on 26.02.2014.

Gist of the Judgement 

     The honorable High court has directed the 2nd respondent, ie the Govt of Kerala to implement the 9th payrevision expeditiously and in accordance with law, at any rate, within a period of three months from the date of receipt of copy of the Judgment.
