For the attention of the Employees  drawing 
State Scale of Pay

The TRAP behind IHRD order implementing State Pay Revision to our staff:

     The IHRD Staff Union has pointed out the grave faults found in the Government order (G.O (MS)No.939/14/H.Edn Dated 09/12/2014), which denies the benefit of Revised State Pay Scales of the ninth pay revision to many  of our staff (The Salary for these employees in future may also be denied), in every possible way we could, by communicating these facts with the Management. But it is unfortunate to say that the authorities have shown a negligent attitude to the facts pointed out by us, by extending the said Government order to our staff without any correction, which is leading to total confusion (IHRD order no.EA2/3266/2011/HRD Dated 14/01/2015)among staff. No specific directions have been issued to the Heads of Institutions regarding to whom, and on what grounds the benefits of the pay revision should be given or denied. It is not clear whether the pay scales if sanctioned to a particular employee could be protected in future. The employees who are denied the revised scales will be forced to move legally, against the management.
        We are pointing out some issues before the employees drawing the revised state scale of pay
1.   1) If at all the revised Pay scale is denied to a particular employee then on what grounds the same has been done so.(Whether due to lack of POST/SENIORITY/QUALIFICATION).What will be their status after implementing this pay revision (Promoted/Reverted/ State scale in pre revised) ? What about the new DA announced in their cases?
2.    If at all the benefit is being allotted to a particular employee then his/her eligibility (on the basis of state wide seniority) has been assured by the Head of the Institution. Is there any possibility to withdraw these benefits due to senior-junior anomaly? Is there any possibility to withdraw these benefits during next general transfer?  Is there any possibility to withdraw these benefits during bifurcation ( CAS stream/ Poly Stream/ School Stream etc.)?
3.    If the order is implemented whether any IHRD employee would be de-promoted?
4.    If the order is implemented would any IHRD employee lose the Job?
5.    Whether the authorities have ensured that the present pattern  is adequate for the smooth running of your institution?
6.    Whether the employee whose post is not at all mentioned in the pattern (eg: SOA, Senior Lecturers) would be given at least the present pay drawn? (The feeder category and promotion post have been mentioned in the pattern).What will be their status after implementing this pay revision (Promoted/Reverted/ State scale in pre revised ) ?
7.    Whether the management has ensured that those employees who are denied the revised pay scales and sanctioned the same does not lose the job or their revised pay in future due to lack of sufficient number of posts?
8.    Whether the Authorities have taken any measures to ensure that the revised pay scales are extended to every regular employee working under IHRD .If yes, what is the anticipated period within which the same can be done has to be ensured.
       The employees are requested to submit their option forms only after ensuring the above points from their Heads of Institutions.
          The lapse from the part of the management, even after repeated reminders pointing out the anomalies in the staff pattern and special rules which were kept in the darkness, even though the Government approved them long before, have created these confusions and chaos among staff. Now the management is trying to get free of these problems by just imposing the burden with the Heads of Institutions. But the Heads of Institutions are vested with the responsibility of ensuring that every regular employee under IHRD gets the benefits of the revised Pay Scales as per the ninth pay revision order of the Government.
         Thus it is our demand that every regular employee of IHRD, drawing the state pay scales should be sanctioned the revised pay scales without fail, and the Heads of Institutions should make clear any ambiguities/confusions in this regard.
